Highlights of IDFC Climate Training, July 2025

12 September 2025

In early July, the International Development Finance Club (IDFC) convened its members for an
intensive week-long training on Mobilizing private capital through PPPs and Blended Finance for the
Clean Energy Transition. Over five days from July 7 to 11, the training provided a rich learning
journey designed to deepen our collective understanding of the renewable energy (RE) finance
ecosystem, bridging knowledge gaps, stimulating regional collaboration, and enhancing strategic
alignment with national clean energy goals.

Combining expert-led lectures, case-based learning, field visits and interactive group work, the
seminar explored the RE finance landscape through multiple lenses, covering technology trends,
markets dynamics, project risks, PPP structuring, and blended finance.

An innovative and broader learning roadmap
The IDFC offered a new learning roadmap built with the support of the experts from the Frankfurt
School of Finance & Management.
Prior to attending the on-site training course, the participants had already engaged in two online
preparatory sessions on renewable energy technologies and project financing and the evolving
landscape of blended finance.
Post-training online modules will also be offered as part of the programme later this year.

The training roadmap was designed to achieve four core objectives:

1. Clarify the fundamentals of RE financing concepts
2. Enhance comfort and confidence with assessing RE financing requests
3. Identify institutional gaps in technical or process capacity
4. Support internal strategy alignment with national RE targets

Experiencing field visits
The week was as much about experience as expertise. Trainees have had the opportunity to visit the
energy-from-waste facility that loads the largest renewable hydrogen production and distribution
plant in France, located in Créteil and named H2 Créteil.

Moving Forward
The seminar also built on the analysis of the G20 Roadmap to Increase Investment in Clean Energy in
Developing Countries. As part of follow-up actions, the International Energy Agency (IEA) will
partner with IDFC to refine the sources of finance analysis, helping IDFC members identify priority
interventions and track progress on the roadmap’s action plan.
