Launch of the IDFC CarboMeter : a new digital solution to strengthen climate accountability across infrastructure investments

The International Development Finance Club (IDFC) is delighted to launch the IDFC CarboMeter, a digital platform we have developed with Carbone 4 to support our members in advancing their climate commitments. This tool enables Development Banks to assess and monitor the carbon footprint of infrastructure projects in line with the internationally recognized Partnership for Carbon Accounting Financials (PCAF) standard.

 

What is the IDFC CarboMeter tool?

The IDFC CarboMeter is a shared reference for transparent and comparable carbon assessments.

It responds to a central expectation within our network: the need for a common, consistent, and credible framework for GreenHouse Gas accounting.

By providing a unified approach to Scope 1, Scope 2, and relevant Scope 3 emissions, the tool helps our members conduct climate assessments on a comparable basis, exchange learnings more effectively, and guide the alignment of their portfolios with climate goals.

 

A platform co-built with the IDFC members

Developed throughout 2024, the IDFC CarboMeter benefited from a highly participatory process. Six member institutions contributed to the design phase, with four of them conducting an extensive three-month test period. Their insights helped us build a solution that is technically sound, operationally practical, and reflective of the realities of development finance.

Coordinated jointly by Carbone 4 and the IDFC Climate Facility, the development process prioritized data robustness, ease of use, and the capacity to interpret results at multiple levels, asset, portfolio, country, region, and sector.

 

Focus on the key functionalities designed for Development Banks

The IDFC CarboMeter has been built to support concrete, day-to-day operational needs.

The main functionalities include:

  • Collecting and centralizing data,
  • Creating and managing assets across more than 80 infrastructure categories,
  • Building and organizing portfolios to reflect institutional structures or thematic areas,
  • Visualizing carbon results at the asset level, enabling detailed project-by-project analysis,
  • Generating consolidated results across multiple dimensions:
    • Region
    • Country
    • Sector and sub-sector
    • Institution-wide portfolios

Continuous evolution

Covering sectors such as energy, buildings, mobility, water, waste, digital infrastructure, health, and education, the IDFC CarboMeter provides a comprehensive view of infrastructure-related emissions.

Because climate methodologies and datasets continue to evolve, the tool has been designed to grow over time, with regular updates planned to refine functionalities, improve methodological alignment, and refresh emission factor databases.
